The IKF has granted permission to the Royal Netherlands Korfball Association KNKV to conduct two experiments with the playing rules at the upcoming Korfball Challenge in Rotterdam (Netherlands). The spot for penalty shots and free passes will be moved to 3 meters (from the official 2.5m) and a technical time-out will be scheduled in each half.
The idea to increase the distance for the penalty shot and free pass was motivated by the intention to reduce the scoring percentage from both. There have been discussions that especially the current high percentage of free pass shots being scored is too high. The IKF will await the reports from the KNKV on the results of the experiment. At this stage, there are no formal intentions within the IKF to change the current rule any time soon. With regard to the technical time-out, this could probably also be resolved in the match regulations of each national organization or the IKF and may not need a formal change in the playing rules.

The motive, I think is very special: “The current high percentage of free pass shots being scored is too high.”
In my vision is an important purpose of our sport: more goals scored in matches.
The free pass is potentially a duel. The defence has a chance to hinder or to defend the shot. The penalty is aan execution.
May be the problem is total different and needs an other procedure. Perhaps is the main problem that the referees have not enough knowledge of the korfball game. They are not able to estimate the weight of the punishment in relation with the infringement. We have seen that the game has been developed very fast and the playing rules have not been developed in the head of the referees and also not in the rules book.
Back to the experiment: A free pass should be given if the defence makes an infringement while there is a good chance for scoring. We can make a debate about a good chance. But people should understand that a good chance has a weight of 30% - 40% to become a goal.
My vision is that the punishment should be related to the weight of the chance for scoring. A free chance is on top level (Korfbal League, KL) 30% a goal.
A penalty should be given when there is a big chance and the infringement made by defence makes that chance impossible to utilize.
A big chance has a weight of 80-100% to become a goal. I think the penalty is sufficient punishment for such a chance.
In my vision this experiment with the change of the free pass and the penalty is unnecessary!

De motivering vind ik heel bijzonder. Is die van het KNKV of de IKF?) “Het scoringspercentage van de vrije ballen wordt te hoog.”
In mijn optiek is het zaak om in ieder geval te streven naar meer doelpunten. Dat geldt zeker ook voor strafworpen en vrije ballen. Zij moeten veel doelpunten opleveren. Bij de vrije bal moet de verdediger nog een kans krijgen om het schot onmogelijk te maken of te hinderen. De vrije bal is potentieel een duel. De strafworp is een terechtstelling.
Het kan zijn dat in werkelijkheid het probleem principieel totaal anders is. Het kan zo maar zijn dat Scheidsrechters te weinig kennis hebben van het korfbalspel van vandaag en dus de zwaarte van de straf “vrije bal”en / of “strafworp”niet goed kunnen schatten. Het spel is de laatste jaren snel ontwikkeld en de regels zijn op papier en in de hoofden van veel scheidsrechters en beoordeelaars niet mee ontwikkeld.
Terug naar het experiment: Een vrije bal moet gegeven worden als de verdedigers door een overtreding een goede kans om te scoren onmogelijk maken. Over “een goede kans om te scoren” kan men discussiĆ«ren. Maar men dient wel te weten dat een vrije schietkans op KL niveau ongeveer 30% - 40% een score is. Als je regelmatig trainingen en wedstrijden bijwoont van KL verenigingen dan kun je het volgende waarnemen: spelers schieten in vrije positie regelmatig 8 keer raak op 10 pogingen vanaf 6 – 8 meter. Wat men in het algemeen zeker kan constateren is dat de spelers in de KL steeds vaardiger worden. Dat drukt zich uit in een veel beter schotpercentage.
In mijn oordeel moet de straf in dit geval de vrije worp gerelateerd zijn aan de waarde van de kans. Vrije schietkans is minimaal 30 % raak. Ik denk dat dit aardig zal overeenkomen met de praktijk in de huidige KL wedstrijden.
Een strafworp wordt geven als er door een overtreding van de verdediger(s) een grote kans wordt ontnomen. Men moet dan denken aan een kans die tussen de 80% tot 100 % een doelpunt zal opleveren. Volgens mij voldoet de huidige strafworp aan deze relatie eis.
Volgens mij is het experiment met de regels van de vrije bal en de strafworp overbodig.
Ik geef er de voorkeur aan om beter te gaan kijken naar de instructies aan scheidsrechters en de scheidsrechters te ondersteunen door middel van coaching. De achilleshiel van korfbal in de KL is de toepassing van regels en waarschijnlijk de formulering en de bijbehorende uitleg van regels
Waarschijnlijk is een discussie dag met film/video beelden met coaches, scheidsrechters en beoordeelars nuttiger dan het voorgenomen experiment. Een van de thema’s op een dergelijke dag kan dan zijn: Overtreding en een kans ontnomen welke straf in relatie tot de kans: spelhervatting of vrije bal of strafworp. Andere thema’s kunnen worden gevonden in de communicatiesfeer en ook het omgaan met conflicten.
