Basic principles

Reflecting on the basic principles in relation to topkorfbal and current implementation of the rules in KL matches is needed.

We need better definitions especially about light and heavy infringements
like the actual definitions:

"a. Light infringements are:
technical infringements (like running, playing the ball with the leg and delaying the game)
physical infringements which are not aimed at disrupting the attack and where there is also no uncontrolled contact."

"b Heavy infringements - punished by a free pass
Heavy infringements are:
physical infringements with uncontrolled contact (like knocking the ball out of an opponent’s hand,
pushing, clinging to and holding off of an opponent
infringements which are aimed at disrupting the attack or that result in disrupting the attack."


The definitions should fit in the basic (new) principles for korfball

The basic principles of korfball, as formulated in 1999 in Adelaide, should be reflected again.
There is an understanding that is advancing, since Adelaide:

In Adelaide:
1. Korfball is a ball - which sport is played with the hands
2. Korfball is AIMED at the korf (basket)
3. Korfball is AIMED on a korf that can be approached from all sides
4. Korfball is AIMED at a basket on a post which is high enough to prevent dunking
5. Korfball is based on teamwork (playing together)
6. Korfball is a mixed sport where men and women can participate on equal terms
7. Korfball is characterized by a 4 to 4 duel within a rectangle
8. Korfball is a sport in which all-round skills are encouraged
9. Korfball is a sport in which contact takes place in a controlled manner.

Now in 2010 when looking at these principles, we need a review.
In my opinion the principles no 1, no 2, no 3, no 5 and no 6 are still important.
They can help to develop new korfball forms which fit better into new countries.

We need another look at what is meant by infringements and penalties in the game. Especially in the Dutch competition we see that matches can be decided by what we call static goals ( free pass and penalty) We don't like that!

We know three breaks in the game:

a. Restart:
The game begins again with possession of the ball to the party, entitled to hold that ball.
It is what happens where possesion of the ball is lost by accident and to continue the game, a restart is needed.

b. Free pass:
A free pass is awarded when the rules has been violated. A free pass is awarded when rough play makes the chance to score impossible. (Heavy infringements)
How big should be the goal chance out of a free pass? (15 to 30%? Two times the rate of dynamic goals in matches of KL?)

c. Penalty:
There is a direct violation which result in the loss of a scoring chance. What should be the chance of the awarded penalty ? 80 to 90% to get a goal?
